If it is only for some numbers, it might be with your carrier or outbound dial rule. If you install wireshark, you will be able to see the call flow and errors.

I am not sure what u want me to look with wireshark. But My outbound route is ok. I can call phone with same area code. the only thing who bothering me, is that every time I can’t join a number it a cell phone number.

According to the Hangup Cause Code, the error is related to the network.

Hangup Cause Code 38: This cause indicates that the network is not functioning correctly and that the condition is likely to last a relatively long period of time e.g., immediately re-attempting the call is not likely to be successful.

That sounds like issue with your carrier. With wireshark you can filter SIP traffic and see why the call to cell phone fails.

It was an error with my trunk. my VPBX is connect to a CUCM server and this server did not have the regional code route. I also notice that when my CUCM server got errors like the number is not in service or u need to add a 1 before the number, VPBX doesn’t send the message error for this two messages who come from my PRI.
